asbo prostitute banned from defecating in public

A WOMAN accused by a council of operating as a prostitute has been given an ASBO which includes banning her from urinating and defecating in public. Wycombe District Council said 32-year-old Claire Muszalik had been operating as a prostitute in the Desborough area of High Wycombe, leading to numerous complaints about her behaviour being made by residents and businesses.

Magistrates gave Muszalik, of Green Street, High Wycombe, a three-year anti-social behaviour order on Monday after a joint application for one was made by the Public Safety Team, run jointly by Wycombe District Council and Thames Valley Police.

The council said the team gathered evidence of Muszalik's behaviour, which included operating in the area at night time as a prostitute and being loud and verbally aggressive to members of the public - often as a result of intoxication. She breached an acceptable behaviour contract, leading to an application for an ASBO.

It bans her from committing any lewd or obscene act including urinating, defecating and soliciting for prostitution in any public place; being abusive, insulting or using threatening, intimidating words or behaviour to any person in a public place; and being under the influence of intoxicating liquor in any public place.

Prostitute ban on the cards in 'problem' area of town

Prostitutes could be slapped with a £1,000 fine for selling sex in an area of High Wycombe under new plans being considered by the council. A crackdown using new powers would see a ban on ‘prostitution-related activities’ around Desborough Road alongside new efforts to stop anti-social drinking on town centre streets.

This is despite Thames Valley Police statistics showing no reported crimes relating to prostitution last year, according to council analysts. However, “anecdotal evidence” on sex workers in the area provided by councillors has put the issue back on the table, with members now set to vote on whether to explore using new Public Space Protection Order (PSPO) powers to curb the problem.

Tonight’s vote will also cover a new order to stop the “ongoing problem with regular street drinkers” who congregate in High Wycombe town centre. A PSPO would replace the current rules on street drinking, and would cover the whole of the town centre including the Rye. If approved, a three month consultation with police, land owners and other community figures will take place before the powers are adopted.

PSPOs were introduced in 2014 to tackle anti-social behaviour, and can be used to stop a range of activities including rough sleeping and even skateboarding. The powers have been dubbed “the busybody’s charter” amid accusations they lead to unnecessary interference from councils and police.

WDC has admitted there is a risk that issues such as prostitution could simply be displaced to areas not covered by the ban, but any such ramifications would be "monitored".

Plans to slap prostitutes and drunks with hefty fines for anti-social behaviour in High Wycombe will be debated by the public as part of a three-month consultation beginning this week.

Wycombe District Council revealed plans to crackdown on sex workers – who are accused of “ruining” a thriving part of town – last month by using new government Public Spaces Protection Orders.

Some councillors criticised police for not dealing with prostitution in the Desborough area last year and are now asking for the public’s view on implementing new orders which could see people handed £1,000 fines.

The orders will give the council power to tackle alcohol-related anti-social behaviour in Wycombe town centre, Desborough Road and The Rye.

And, WDC will also use it to restrict all “prostitution-related activities”, including kerb crawlers, for an as yet undefined area around the Desborough Road shopping district.

Once seen as the best street in town, the area is now considered a haven for prostitutes, who go to work during daylight according to nearby residents.

And, former council leader Lesley Clarke recently accused the prostitutes of ‘treating every staircase as their territory’.

WDC cabinet member for community, cllr Julia Adey, said: “The council has listened to residents and businesses in bringing forward these proposals, with the new PSPOs giving authorities more flexibility to take action against people deemed to be committing anti-social behaviour in town.

“We wish to ensure High Wycombe is a pleasant, vibrant and enjoyable place to live, work and visit, and so I would urge people to help us shape these proposed orders to ensure we can tackle anti-social behaviour.”

The three month public consultation begins on Friday, August 5, with partners and key stakeholders being asked for their views.

Residents will be able to inform the council if they support the proposed PSPOs and, if so, which roads and spaces should be included in the designated area.

Prostitutes and drunks walking the streets of High Wycombe will be slapped with fines, starting from the New Year, it has been decided following a three month long consultation.

In August this year Wycombe District Council announced plans to crack down on sex workers by using new government Public Spaces Protection Orders after police were criticised for not dealing with prostitution in the Desborough area.

Following the public consultation Wycombe District Council’s cabinet agreed to approve the two protection orders which give the council power to tackle alcohol-related and anti-social behaviour in the town centre, Desborough Road and The Rye.

Feedback from the consultation meant banned areas for sex workers will be expanded from Desborough Avenue to Victoria Street, from Desborough Road to Wendover Street and from Westbourne Street to Bridge Street and Mendy Street. Kerb crawlers and other crimes relating to prostitution will also be covered by the ban.

The new orders – which could see people handed with £1,000 fines - will come in to place on February 1 next year.

A controversial clampdown on prostitutes and people drinking in the streets is now in force across High Wycombe. The new measures, which will allow police and council workers to fine people up to £1,000, were first mooted last year by Wycombe District Council after the authorities were criticised for not dealing with anti-social behaviour across the town.

Signs were installed in the areas in which the orders will be in force last week, with the use of the new government Public Spaces Protection Orders limited to High Wycombe town centre, The Rye and the Desborough Road area.

During a 2016 consultation, 86 per cent of people who responded said alcohol related anti-social behaviour is a problem in the area, while 71 per cent believed there was an issue with prostitution.
