100 arrested for prostitution related offences in Ilford

The 100th arrest for prostitution related offences has been made as part on an ongoing operation, but police say they are keen for information about offenders. Operation Clearlight began in September to tackle prostitution in the Ilford Lane, Ilford area. Arrests have been for various offences including kerb crawling and breaching the dispersal zone.

Sgt Lee Wilkinson, from the Loxford Safer Neighbourhood Team, said: “Enforcement operations are only one way of tackling prostitution. These operations send out the message that it will not be tolerated despite the reasons given by those who commit offences.”

Over the past year, 236 prostitutes have been cautioned and seven persistent offenders have been given anti-social behaviour orders, granted for between two and five years. These usually ban persistent offenders from the Ilford Lane area.

Drug dealing, prostitution, burglary and car theft are among the crimes being targeted by police in Ilford. Speaking at Tuesday’s area committee seven meeting at Highlands Primary School, Highlands Gardens, Ilford, Sgt Wayne McBride outlined the force’s priorities.

Following the restructure of the Metropolitan Police earlier this month, Redbridge has been divided into three “neighbourhoods” with their own teams, inspectors and priorities. In the south area, including area seven’s Cranbrook and Valentines wards, officers are stepping up the fight against street prostitution. Although the problem is currently concentrated around Ilford Lane in Loxford, but there were concerns enforcement could push the crime into other areas.

Sgt McBridge said: “We are considering an extension of the dispersal zone and trying, rather than targeting the girls, to target the people who use them.”

Kerb crawler logbooks issued to Ilford Lane residents

Logbooks to document the nightly disturbances cause by prostitution down Ilford Lane have been given out. The logbooks were given to families by the south Redbridge police team to residents who see or hear prostitutes and kerb crawlers each night.

The logs are the latest strategy by police and Redbridge Council to try to combat the issue together with a special hotline for residents to report antisocial behaviour. Police say six in 10 people caught kerb crawling around the Ilford Lane area are from the area.

Sgt Lee Wilkinson from the south Redbridge team said: “We are trying to dry up the market by targeting kerb crawlers. We have made lots of requests for information from the public for number plates. The first batch of logbooks will be collected back this week and we will find out what the drivers were doing in Ilford Lane at those times.”

He said other measures to try and stamp out the problem included applying to extend the dispersal zone up to Ilford train station, Cranbrook Road, Ilford. The zone means police can move on groups of people behaving in an anti-social manner. It will also extend 150 metres into the Clementswood ward side of Ilford Lane.

Prostitution ‘will not spread across Redbridge’

A top Redbridge police officer reassured councillors and residents that prostitution will not spread into other parts of Ilford in the wake of operations in Ilford Lane. Det Insp John Fish told Redbridge Council’s area committee seven that officers had stepped up efforts around Loxford after the murder of a prostitute on Monday.

Speaking at a meeting on Tuesday, he said: “I’m not interested in digging holes in the sea for it to fill back in again. I don’t want to play a game of ping pong. It has to be in a concentrated area and it can’t be displaced anywhere else in Redbridge.”

Some councillors were concerned that York Road would become the next hotspot for kerb-crawling, drug dealing and other illegal activities.

But Cllr Shoaib Patel, cabinet member for environment, transport and crime, said Redbridge was a “low crime borough” overall. He added: “There are incidents like this which exacerbate fears but the police and council are working extremely hard to keep Redbridge a safe place.”

Prostitution dispersal zone extended up to Ilford train station

A dispersal zone, which means police can move on groups of three or more people, came into force on Sunday.

The zone was previously covering roads around Ilford Lane, Ilford but now extends up to Ilford train station, Cranbrook Road, Ilford.

There was also a 48 hour operation to tackle kerb crawlers last week as police and the council continue to work to combat prostitution.

Officers targeted uninsured cars used to pick up prostitutes as part of the ongoing Operation Clear Light.

Det Supt Ellie O’Connor, of Redbridge Police, said: “We still have a long way to go to rid this from the streets of Redbridge.”

Police make 400 arrests and cautions in crackdown

Police have made almost 400 arrests and cautions in the last year in a crackdown on prostitution around Ilford Lane. As part of Operation Clear Light, 76 prostitutes have been arrested for offences including loitering and soliciting and 281 more were cautioned.

A report presented to Redbridge Council’s cabinet last night said kerb crawlers were also being targeted to stop them visiting the area.

Speaking at the meeting at Redbridge Town Hall, Cllr Shoaib Patel (Lib Dem, Valentines) said that of four suspected kerb crawlers in court in January, two were fined, one was cautioned and one man was awaiting trial after pleading not guilty. He added: “The aim is to stop people from using the area.”

An average of five prostitutes are seen in Ilford Lane a night, he said, which is less than before the operation.

Ilford: man charged with solicitation/assault

A 30-year-old man has been arrested for trying to pick up a prostitute in Ilford Lane

He is also accused of attacking a 24-year-old woman in the road, which is at the centre of Ilford’s red light district.

The alleged assault occurred on February 18 at about 1.30am.

The man is due to appear at Barkingside Magistrates’ Court on charges of soliciting for the purpose of prostitution and assault on March 6.

Barriers to stop prostitutes in Loxford are ‘waste of time'

A resident has labelled the installation of barriers in front of his estate to prevent prostitution as “preposterous”. Ian Levene, of Mount Pleasant Estate in Loxford ward, said the barriers make life difficult for less able and elderly residents to let visitors in and stops services like the Post Office and Dial-a-Ride from gaining access. The barriers are meant to stop prostitutes visiting the area in cars with punters, with Loxford ward and Ilford Lane targets for police operations.

“I suffer with a back problem that renders me inactive at times,” Mr Levene said. “This barrier means I have to go up and down the stairs in all weathers to let people in. I wanted to give fobs to my family and friends so that they could gain entry without me suffering the worry and inconvenience of going up and down the stairs, but was informed that I would have to pay around £8 for each extra one.” He added: “The barrier is a total and ­utter waste of public money.”

Last year the police made more than 400 arrests in the Ilford Lane area as part of a crackdown on prostitution in ­Operation Clear Light.

Paul Blackwell, general manager for Dial-a-Ride said: “Our vehicles are experiencing some difficulties at Mount Pleasant Estate. There are temporary measures in place to maintain the service and we will be working with the council to achieve a permanent solution.”

Police target Ilford Lane kerb crawlers successfully

There have been 31 arrests of kerb crawlers in Ilford Lane since December, it was revealed at last night’s Area Committee Six meeting.

Residents and councillors alike hailed the prostitute enforcement operation, known as Clear Light, a success at the meeting in South Park Primary School, Seven Kings.

However, Cllr Filly Maravala (Independent, Loxford) expressed fears that the operation was moving the sex trade into other areas.

He said: “They are displacing them into Clementswood where we never had a problem before.”

The meeting also saw a clarification of knife laws after a resident cited his concerns after reading the Recorder’s story about the Sikh who was acquitted of causing grievous bodily harm after a jury decided he used his ceremonial kirpan in self defence.

Sgt Lee Wilkinson, of the Loxford Safer Neighbourhood Team, said: “It is permitted as part of a person’s religion. It’s a totally different kettle of fish if you are carrying a knife for the sake of it. That’s very different.”

Cllr Jas Athwal (Labour, Mayfield) highlighted that the case was a very rare exception.

He said: “In the case in question the gentleman was struggling and quite honestly I look back in all my time of 50 years of being on this planet and this is the first time I have heard of a case on the kirpan.”

Three Romanian women guilty of prostitution in Ilford Lane

Three Romanian women in their 20s pleaded guilty today to prostitution in the Ilford Lane area where sex-worker Mariana Popa was murdered. Redbridge Police has attempted a crackdown on the vice trade which has been particularly prevalent in that area.

Laura Simion, 21, was fined £130 after she was found persistently loitering in Khartoum Road, Ilford, while working as a prostitute last Thursday. Simion, of no fixed abode, works in the sex trade in order to send up to £300 a month back to her two young children in Romania, she told the court, and to cover her £500 monthly rent.

District judge Gary Lucie took into account her early guilty plea but noted her persistent offending so fined her more than the “usual” amount, at Barkingside Magistrates’ Court.

Cristina Onofrei, 20, and Georgiana Stelea, 27, both of High Road, Ilford, were both fined £80 each by the judge after they were caught loitering in Ilford Lane on June 12. “Are you going to try anything else other than prostitution?” asked the judge to both defendants who nodded their heads. “It’s dangerous and you should know that in Ilford Lane it is particularly so.”

Just a month ago a man was sentenced to life imprisonment for murdering pregnant prostitute Popa, 24, on the same road. Farooq Shah, 21, of Station Road, Forest Gate, stabbed the mother-to-be to death in October last year.

The council and the police insist there is no “significant recent increase” in prostitution along the road. A joint statement read: “Due to the complexity of this problem, there will sometimes be fluctuations in the number of women working in the area at a specific time, however, this does not mean the problem is getting worse overall.”

High visibility patrols, upgrading street lighting and fencing are part of the strong message being sent out to prostitutes in Ilford Lane, according to the council. A council spokesman added more than 100 prostitution-related arrests have been made in the last two years.

And two surveys carried out with local residents over a nine-month period showed a 20 per cent reduction in the number of residents who felt prostitution was a very big problem.

Tensions came to a head when sex worker Mariana Popa, 24, was murdered in October 2013 after being attacked with a knife. However, residents have issued concerns over whether efforts were being directed correctly.

Former Loxford ward councillor Filly Maravala, of Mortlake Road, has been working to eradicate kerb-crawling and prostitution for more than four years.
